Jeff was formerly head of field operations at Beach Lane Management, and started Heat Watch LLC after realizing the need for online boiler monitoring in multifamily buildings. He has 15 plus years in HVAC monitoring and efficiency. Jeff co founded Carleton Energy Consulting with his brother to bring the practical hands on experience he gained in the field to Local Law 84 and 87 clients to help them save money on fuel while helping the city lower their carbon footprint.
Lead Auditor / Retro Commissioning Agent
John Richter has been in the skilled trades for 22 years. He is a licensed Sheet Metal Mechanic and currently holds eight different individual and contractor certifications regarding Commissioning, Energy Auditing and Testing, Adjusting and Balancing of Air and Water Systems.
Lance Kleinberg is General Counsel to Carleton Energy Consulting, overseeing the firm’s day to day legal affairs. Prior to joining Carleton Energy Consulting, Lance was an Associate in the Law Offices of David DeStefano, where he handled a wide range of matters including Commercial Leasing and Intellectual Property litigation. Before that, Lance worked at Beach Lane Management Inc., a large-scale property management company, where he handled real estate compliance matters. Lance has also served as a consultant for a private equity real estate group assisting with various aspect of due diligence. Lance earned his B.A. at George Washington University and his J.D. at New York Law School where he was a Trustee Scholarship recipient. While in law school, Lance served as an intern to the Honorable Matthew J. D’Emic, Chief Administrative Judge for the Criminal Term of the New York State Supreme Court, Kings County.Lance is admitted to the New York State Bar.
Nellie Ebadi, Graduated from Brooklyn College of New York with a B.S. in Business Management and Finance with concentrations in Accounting and Financial Planning. Nellie is Carleton Energy Consulting’s Accounting Manager. Leading billing operations, implementing and managing accounting policies and procedures, streamlining effective billing and analyzing job profitability. Interests: Econometrics, Statistics. Nellie also participates in pro bono work for Global Potential Non-profit Audit team in support of Youth Empowerment and youth education
Director of Sales
Mike earned a B.A. in History from Colgate University. Prior to Carleton Energy, Mike ran partnerships and production, and later served as lead project manager, for MADE, the music division of Milk Studios. At Milk, he developed several key enterprise partnerships, including with American Express. Now at Carleton Energy, Mike serves as Director of Sales, and currently oversees all sales for compliance and efficiency.
Teghpal Sandhu graduated Boston University with distinction in 2004, with a dual degree in political science and international relations with distinction in 2004 and graduated from Debrecen Medical University in 2010. After working at the Royal College of Surgeons, Tegh realized his real passion was in energy. He has pioneered the development of real time energy tracking software, Live Building Systems.
For over 6 years, Daniel Carleton has overseen and controlled the operation of over 700 heating systems in the Tristate area and other major cities, including, Chicago, Boston, and Washington D.C. As a result, the clients of CEC’s affiliate, Heat Watch, have cumulatively saved millions of dollars on heating fuel expenses. In addition, since the inception of NYC Local Law 84, Daniel has overseen the successful benchmarking filings of hundreds of buildings. As a partner of CEC, Daniel brings a vast amount of experience to consult our clients on boiler control operation and Local Law 84 compliance.
Avi graduated from Queens College in 2014 and is currently studying for a Masters in Science in Real Estate Finance at NYU Schack. Previously, Avi worked at Sustainable Long Island, a non-profit organization that focuses on sustainable planning throughout Long Island. There he assisted with Governor Cuomo’s post hurricane sandy initiative, NY RISING, as well as the Brownfield redevelopment project at Riverhead, Long Island. Avi also worked at FEGS providing administrative assistance to their art programs. Avi assists our field auditors with Local Law 87 audits, as well advising clients with rebates and financing options for capital expenditure work. In addition, Avi works in sales for Local Law 84 and Local Law 87 compliance.
Junior Energy Auditor
Jan Duller is a junior energy auditor in charge of field operations. He specializes in Local Law 87 energy auditing, boiler control systems, performing point-to-point checkout on building management systems and conducting boiler efficiency testing. Jan recently graduated Hunter College, City University of New York, Class of 2016.

Karen Vizcardo graduated from City College of New York with a degree in Environmental Earth Systems Science with a concentration in hydrology. After college, Karen has worked in LEED consulting and now works as a junior energy auditor at Carleton Energy Consulting. Karen assists in the field, performing LL87 audits and Retro Commissioning requirements, as well as in the office, finalizing and assembling Local Law 87 reports.
Director of Compliance
After graduating from Ithaca College’s Environmental Studies and Sciences program, Victor mainly worked with environmental education organizations throughout New York City and State. Fascinated by building-science and the prospects of alternative energy sources, Victor began to pursue a career in energy consulting. Now at CEC, Victor oversees all Local Law 87 compliance filings.
